The balance bike sounds like a great idea for her - especially since she sounds motivated to ride!

I don't really think girls take longer to ride a bike than boys. Both my kids started riding a two wheeler around the same age. They both LOVED the balance bike, but they didn't have any motor delays. But I'd guess that your DD would really like it since she wants to ride with her friend and the pedaling is a bit tricky for her.
