For the user groups, we (the team) approve each application individually, so sometimes it takes a bit. And mods are "assigned" to different areas (for example, I do the WAHM apps). I will report this so it is seen

As for a NY section...there is a Northeast section under Locals. And you can create a thread in there for Upstate NY if you don't see one. But if we had a sub-section for every region, the board would become unmanageable.
