I would say 12-18 months, but that was my kid's size at that age and kids can vary a lot. Best way to tell would be to measure your babe to see if waist and inseam are roughly right--the waist will cinch in and the legs can be rolled up for a little one to grow into, but you surely don't want them to be too small.
