The fit makes all the difference. It's hard to say what will work for every baby  Hopefully you'll find something you love! If you try Capri I'd recommend trying a size 1 for that small a kid. I can fit the size 2 on the smallest rise on my DD over a trim flat. Though she does have a short rise.
