Bumping a thread means making a post to a thread so that the thread appears at the top of the list and more people will see it (that is, if you left your forum view in the default of the latest posts at the top). This is usually done if someone wants an answer to (or an opinion on) something but their thread has dropped to the second page or farther and they don't feel satisfied yet.
