The PO just doesn't want people using their free shipping supplies for purposes other than they are meant for. If you are going to ship things priority whether it's in a priority bag, box, flat-rate box, you can use their bags and boxes but if you're shipping 1st-class or parcel post, you must use your own packaging and are not allowed to recycle used priority bags and boxes to ship 1st-class or parcel post. You may only recycle used priority bags/boxes if you are shipping priority mail.
