I don't medicate fever without other symptoms unless it's over 103. As for the ear pulling, sometimes babies feel teething pain in their ears - perfectly normal.

Its not a fever unless it reaches 100.4 rectally.
I don't medicate fevers unless they are uncomfortable. In fact we don't even own a thermometer. I am pretty good at gauging fevers. I think at 9 months I wouldn't worry unless it was over 103 or so, then I might call the ped and give a fever reducer. I have one child who runs super high temps so I almost always give her Motrin, but she has a neurological disorder that fevers can make worse.
