I'm thinking a padded mailer? I've heard they can pop out of a regular envelope in sorting, or be stolen. I want to make sure it arrives safely!

I agree with emailing the numbers if the person wants to use it online. If they prefer to use the card in the store, then a padded mailer should be fine.
