Bike Help

So DH and I are trying to figure out a bike for our almost 4 year old.. She is behind in motor skills and we have been working for over a year on her trike to get her to pedal and she just can't seem to pick it up I was looking at a balance bike for her thinking maybe this might be a better start. She is begging to ride with her friend. My MIL basically said (i'm ruining her bike future unless I teach her to pedal right now) but i'm so tired of it lowering her self esteem bc she can't pedal and wants to ride with her friends. I'm planning on asking her developmental specialist tomorrow what she thinks but I also wanted some opinions from other mothers.
