Maybe thirsties aios or pockets? They're on the cheaper side and are USA made.

That is awesome! I think I would stick with new because it is diapers for and from a stranger and I just think that new would last longer for someone who needs them. I don't care for pockets, but I think I would try to use my budget to get enough to be practical to CD a baby if the mom has no other CDs. I think I would get either Flips or Econobum system...about 4 covers and as many inserts as your budget can handle. Accessories are nice, but it is easy enough to use rags for wipes or grocery bags as wetbags if you are truly needy.

These are all such great ideas! I totally forgot about Flips. Some friends and I once outfitted a missionary mama of two babes in cloth with a good sized supply of flip covers and inserts. They're pretty versatile and I could even buy a doz prefolds as extra inserts. If the Mama wanted to use prefolds, then she would have some. And maybe I could still get a couple of pockets or AIO's.
Of course I just missed the great B1G1 sale at CB's! I'll never find them that cheap in a million years. LoL

Yes! I would get as many of the stay dry aios as u could....they are awesome..and cheap! Plus code FIVR gives 5 percent off... And so easy to use!

What an awesome angel tree gift! I would do a little of each if possible! Like a few fitteds, prefolds, covers, a few pockets and a few AIO's. That way you have your bases covered and they have a selection to try from.

What about Diaper Rite covers, They are similar to Flip and cheaper depending on the sale on Flip. I would do a few covers, some prefolds, and pockets, and some AIOs if there is a little extra $. I would also make sure to buy at least 2 different brands in case one isn't a good fit. Then if you wanted to go the extra mile you could give cheat sheets to using flour sack towels, t-shirt diapers, washing and diaper cream, ect
