Can you only upload a finite amount of photos?

I was trying to participate in a thread with a photo and it told me I was 700kb over. Dies that mean my photo size was too big or I've uploaded too many pics in general over the past year?

That sounds like the individual photo was too large. When you have done too many it will tell you over quota and to delete. You may want to do that anyway by going to your User CP
