How can I get PUL to Uganda?

I am trying to start a cloth diaper business in Uganda, where I am currently living. I have already started getting orders by word of mouth and using fabric I brought with me.

One of my biggest challenges is finding a way to get PUL to Uganda that will keep the diapers affordable for the local market. Customs taxes are 40-50% of the value, so if I have it shipped to me here I have to pay huge shipping prices and also huge customs taxes.

Any ideas? Right now I have one or two people who are willing to carry about 10 yards for me when they come to Uganda, but eventually (hopefully) I will need larger quantities.
