You might need to be careful with a foster child and making your own formula. I am not sure but states may frown on that. Weston A Price foundation can help you with recipes and tutorials on how to make your own formula (can't get those to load right now or I would link to them) and Radiant Life has kits that you can purchase for said purpose. Personally, if I couldn't breastfeed I would make my own formula but it is one thing to do it to my own child (legally) versus a foster child... sadly.

When I was unable to produce enough to exclusively breastfeed my babies, I used a combination of organic formula and donor breastmilk. Wal-mart and many grocery stores carry generic organic formula that's less expensive than the name brands.

Good for you for looking into both. We drink Raw milk in this house so homemade formula wouldn't be hard for us. My son is actually Pasteurized intolerant. He can drink it if need be but he pays for it with very loose stool. Organic or not makes no difference for him.

Oh and there are dairy free homemade formulas out there. One that I can think of off the top of my head is made with liver.

You mix it with a milk (soy, almond, or even water). I like to stay away from animal products because they have been shown to degrade and gunk up human bodies.
