They (the Royals) do have a 5 point harness on that particular seat, though many in the UK and EU do not. None that I've seen have a chest clip at all (chest clip is just to keep the straps on the shoulders in the right position, the way their straps are threaded, more narrow I believe, they do not use a chest clip as it's not needed). I also believe that they want a 1 point release for safety reasons in emergency for quick removal, and therefore do not utilize chest clips.

5 point harness I think is just not standard, and while I personally believe it is safer (especially in roll-over incidents) I am guessing it is not that much safer that it is required? I really don't know. They are available (as the one the Prince used) just not as common. I suppose with different (some argue higher/some argue lower) testing standards they have determined they are safe.

An EU mama with more experience could probably give more info

Definitely hoping so.
The Car Seat Lady is filming something with Inside Edition today. So at the very least, it's caused some press for doing it right.

I don't even want to get started on the Royal baby. As for the chest clip/no chest clip thing...I can't even remember where, but I've now read a couple brief articles. What I took away from those was that the chest clip is really to help position the straps properly; the clip itself is not intended to be a restraint in a crash, rather to make sure that the straps are in the right position to provide optimum protection in a crash. B/c poor seat use is so rampant in the US, every added assurance that seats are being used properly is a bonus. In Europe, where child seat use (& proper use) is the norm, chest clips are generally superfluous.
