Cloth diapering an older child/pullups?

I have an almost 2 year old who wears cloth diapers. She weighs about 25 pounds and has kind of chunky thighs. She has special needs, so probably will be in diapers for a few more years and nowhere near ready to potty train. But I am interested in some washable diapers that are a bit larger, also looking for recommendations on a good pullup for an older kid. (I'm thinking something that will go 25-40 pounds or more and accommodate her chunky thighs). We currently use Sunbaby diapers. Thanks!

Alva baby makes big baby and pull up type cd. I have seen them on etsy or hyena cart.
Gerber has thick padded under where that you could get a where a custom cover over.
