Cloth wipes. But we keep tissues and TP. Do not use paper towels though. The hubs is not giving up his TP.

We use any old cloth wipe, I have always used my grandma's hankies. But we did get some fuzzibunz wipes that have fleece on one side, never used them for butts. However they are my go to for noses, especially when its bad because they are heavenly soft.

I have a drawer full of cut up thicker old t-shirts that I use to blow my nose after I have done nasal lavage. I'm surprised nothing has unraveled after the number of times I've used them, but they haven't. Meanwhile the edging on various cloth wipes I bought started to come undone almost right away. The only advantage to the wipes I can see is that they are presentable and so might be used out and about or placed in an attractive box in a living area.
Sometimes I use cloth wipes for a regular runny nose too in addition to after a saline rinse, but I do have boxes of tissues around, partially b/c I need to discover more suitable weight holey t-shirts. And if there is any chance there is a bacterial thing going on, I do avoid the wipes b/c I do a lot of my laundry with cold water.

We also use any cloth wipe, or even cloth rag or napkin in an "emergency". My favorite are micro fleece. Bought a yard of it and cut into various sizes. It's so soft!

For the kids we use a damp washcloth. For us we use tp.
