how do I measure for wool?

What is rise? I measured Ethan while wearing a Swaddlebees fitted -he's four months old and 16 lbs - does this sound right?
Rise - 10inches - measured from bottom of crotch to where I'd want the soaker to rise up to - maybe an inch above the diaper?
waist - 20
He wears medium FBs and medim fitteds, if that helps.
