I would throw them away. Even if you could sell them I wouldn't go through the hassle. No one is going to buy them for $10 a pack.
ETA: I just saw you said 8-10 packs. Even still I highly doubt you'll get anything more than $5 a pack just because the first thing people do is offer half the asking price. Then is it worth it meeting people, some who may not show up.

In almost every state it is illegal to resell cigarettes with out a license. And they can bust you for taxes on them if you get caught, so you know IRS will catch you if the cops don't
. Personally if a homeless person or friend won't take them, I would just chuck them. They will eventually go bad and since they are illegal to sell not much else you can do with them. Thank goodness it wasn't your cash thrown into the trash, just shows more of the waste cigarettes are.ETA: Oh and Pall Mall is old school, the only people I ever knew to smoke those was old men and Rockabilly boys.

If you can't find someone (be it someone you know or a homeless person) who would use them, I would throw them away. Not worth the hassle/illegal activity to sell them, IMO, especially when it wasn't your money that bought them. Would a shelter take them? Is that odd to consider (sounds odd to say it, but I am trying to think who might use them).

It's not your money, you didn't spend it, so I wouldn't give a second thought to throwing them out.
But I'm one of those "awful" people who would like to see it banned period nationwide. So I'd trash any I came across without a second thought!

I hate the smell of smoke and I smoked WAY back in the day before kids...so about 16 years ago... Yuck!
