For the tabs...I don't remember the official type of fabric. It's from Joann Fabrics. The bolt said 100% polyester, and it was stretchy!
For the latest batch, I used the Babyville wicking fabric (in my store, it's on a bolt mixed in with the PUL).

One more question how do you sew the inner PUL panel to the inner of the diaper -cotton part?
Is it serged?

I just used a mending stitch on my regular sewing machine. My serger can only really do edges, and doesn't really work for doing a seam anywhere else.

I guess it's called a honeycomb stitch
