It happens in our state. All kiddos that are placed for adoption are given the same opportunity for subsidy/medical based on their special needs status. There is a checklist that the social worker fills out and it totals at the bottom for subsidy amount. All kids that qualify for subsidy automatically get medicaid coverage. If needs change in the future, the checklist can be re-done and the subsidy amount upped.
We applied looking for medicaid coverage (to get formula at $1000/month for 3+ years covered). They couldn't just give her medicaid since the checklist qualified her for subsidy. We joke that it's money that will just go back to the state during her first year of college.

From what I have read and learned doing 4 adoptions in the last 7 years I do not think it is possible. You should be able to get children's special services if your child ends up seeing a specialist more than once a year.

Do you have an adoption worker if its private? I only know about foster care, but in my state if a child doesn't have any needs prior to adoption they wouldn't qualify for any aide after even if needs showed up. This is even if the parents had significant mental health or drug use, as most of our tpr'd parents do.

Feel free to PM me. My oldest is a private adoption ans we have a subsidy and Medicaid for her. My youngest will be finalized soon through foster care, she will have a subsidy and Medicaid and she does not have any delays or medical issues.
