This was my life for year with DD#2. She would pee in the potty but not poop ever. I bribed, I withheld, tried no diaper (she still wears them at night), threatened, did enemas, you name it I tried it. It was hell. She turned 4 in November and a few months before her birthday suddenly it became a non-issue. She was finally ready to poop in the potty. In the past month we've had she has been slightly constipated and suddenly she gets scared it is going to hurt. So far we've been able to work through it.
My suggestion is to let it go. This is what I was told and it was not what I wanted to hear but it was I ended up doing after a lot of stress and heart ache. Let there be consequences if she poops while you are out or at the pool but try not to get worked up about it. Good luck!
