Could you buy him a little lunchbox and fill it with some kind of small snack food like popcorn, granola bars or grapes? Then he might not steal food because he has his own to keep with him? Maybe that's a dumb suggestion.

Not dumb at all. I know of a child who used to have to sleep with a basket of granola bars beside his bed almost like a small child would want to sleep with a stuffed animal or blankie. He needed to know that he always had food available in order to let go of his fear of being left to go hungry.

I say for now let him have food that he can access all by himself to give him a sense of security. It's more important right now for him to learn to trust, than it is to learn moderation.

I thought it was a great idea! Maybe a personalized lunch box from him to keep somewhere safe that he could not only get snacks when he wants but also learn to regulate it as when its empty it's empty.
