Could you buy him a little lunchbox and fill it with some kind of small snack food like popcorn, granola bars or grapes? Then he might not steal food because he has his own to keep with him? Maybe that's a dumb suggestion.

I thought it was a great idea! Maybe a personalized lunch box from him to keep somewhere safe that he could not only get snacks when he wants but also learn to regulate it as when its empty it's empty.
